A more effective and sustainable approach is to supplement this with real-time data generated by Compliance (e.g. policy use, training effectiveness, compliance approvals, speak up statistics, third-party-related data). This compliance data can be supplemented with metrics from other functions such as HR (employee attrition rates) and Health & Safety (reportable incidents) that also serve as proxies for cultural health.
